I know what preferred stocks are, but I've always wondered what special circumstances surround them. Do they trade the same as common stock (i.e. $7 trade)? Can anyone own them? Are they regulated? Do they trade at a premium based higher capital structure location?

I put a $30 limit order in on friday. At this price, I see very little downside (mainly because of the 4.13% yield) and the low P/E (14). GE has historically traded with a PE of in the 17-20 range. I guess investors are afraid of the finance segment, but financial services is only a small part (15%)...
